I am the lead consultant in Cuesta MultiCultural Consulting, a consulting firm specializing in helping libraries serve culturally diverse communities.
 
I have over 25 years experience as a trainer and consultant with public libraries.
    My expertise is in developing
  • Strategic and long range plans for libraries;
  • Community needs assessments;
  • Analyzing library staff training needs;
  • Developing and conducting training programs;
  • Meeting facilitation; and
  • Grant writing and fundraising.
 
I am a certified trainer for the Public Library Association's Planning for Results, Managing for Results and Staffing for Results process.
 
My specialty is conducting community-based needs assessments that reach all groups in the community and reflect the unique diversity of each community.
 
I was Chief of the Library Development Services Bureau for the California State Library for 13 years.
 
As Chief, I planned and administered innovative programs to lead California's libraries in serving their communities. These included the Partnerships for Change Program, a five-year statewide grant program to help public libraries serve their diverse communities. The program designed a comprehensive training package to help libraries plan, design and deliver community-based library services. Library staff was trained in community based needs assessment techniques, community building and partnerships, public relations and marketing, and planning and evaluation of library services.
 
Other programs which I implemented as Chief included the first statewide library literacy programs, the California Literacy Campaign and the Families for Literacy Program; the first California bond program for the construction of public library facilities; and the Strategic Directions Initiative, a program which developed strategic plans for 10 rural libraries in northern California.
 
I supervised the implementation of Proposition 85, the first library construction bond measure. I supervised the development of regulations and the application process, participated in the review of applications and the process of making recommendations to the funding board.
 
I am bilingual in English and Spanish and am skilled in facilitating bilingual community forums, focus groups and community leader interviews.
